Aiderman Keryluk stated he agreed that the surfacing of Victoria Drive is not a top priority item; however, he pointed out that the District of Coquitlam is committed to paving because it does no flushcoating, and he urged the Council, in the spirit of harmony, to share the cost of blacktopping the road with that municipality. Alderman Thompson pointed out that there are only four houses fronting on the City's side of Victoria Drive, and stated he thought there were other streets in the City that have a far Greater priority. Alderman Traboulay referred to the fact that the City had budgeted $1,500.00 to flushcoat Victoria Drive; however, he stated he would vote, under duress, to share in the cost of paving the road with the District of Coquitlam. Alderman Mabbett stated he did not feel the area was ready for blacktopping, since there are ditches on both sides of Victoria Drive and undeveloped dand. Alderman Laking pointed out that the residents do not want half blacktop and half flushcoat on Victoria Drive. Mayor Campbell stated he felt the City should co-operate with the District in paving Victoria Drive, as to do otherwise would draw strong criticism from the Provincial Government. City Clerk re The City Clerk then advised that the request for a grant-in-aid grant-in-aid -— from the PoCoMo Boys’ & Girls' Club had been deferred at the June 9th, 1975 Council meeting for consideration at this time. Alderman Ranger stated he wished to speak in support of the request, although he could not vote on a motion dealing with an expenditure of funds as he was an officer of the organization. Alderman Ranger then stated he felt that the work of the Club could be considered an extension of the Recreation Department's programme, and advised that it is hoped to extend its operation from Fridays and Saturdays to six days a week. Alderman Ranger advised that the objective is unstructured recreation, and stated he felt continuation of the programme would be an investment in the Community. Alderman Ranger suggested that if a grant is not acceptable, the City could possibly consider paying an instructor out of City funds for Friday nights and Saturdays. Alderman Thompson queried whether there is a parallel between PoCo House and the PoCoMo Boys' & Girls Club, and Alderman Ranger pointed out that PoCo House is a treatment centre while che PoCoMo Boys' & Girls' Club is a preventative type of activity, and he advised that 250 young persons have been registered
