That Parks & Recreation Committee authorize permission to proceed with a concept plan for Riverwood Lagoon immediately. BACKGROUND & COMMENTS: The Engineering Department has been pursuing an approval from the Parks & Recreation Department to use Riverwood Lagoon as the new City fill site. However, the Parks & Recreation Committee have denied our request to use Riverwood Lagoon as the new City fill site. The Parks & Recreation Committee will not consider our request until a concept plan for the Riverwood Lagoon has been done. The Parks & Recreation Committee suggested that the cemetery might be a possible fill site since they will require a sizable of fill to expand the cemetery in the future. However, they will only accept organic materials (i.e. landscaping, ditch cleaning, etc.) and they will not accept industrial and construction materials (i.e. used asphalt, concrete, etc.). With the present condition of Chester and Welcher fill sites being nearly full, the only solution for the City to dispose its fill materials is to dispose them at a privately owned fill sites.
