CHAP. 290 (10) The lieutenant Governor in Council may make regulations considered necessary or advisable respecting business improvement areas, and respecting business promotion schemes. 1987-60-16 (B.C.Reg. 4/83). aia Special expenditure 270. The council may, by a vote of at least 2/3 of the council members, expend money to (a) help establish, develop, maintain and operate airports, seaplane harbours and aircraft landing areas in or out of the municipality; (b) inquire into railway or harbour improvements, (c) receive and entertain distinguished guests, (d) pay, in addition to payments under section 267, all or some of the expenses necessarily incurred by a member of council when, on instructions of council, he represents the municipality or is engaged, beyond its borders, on its business; (e) pay all or some of the expenses of delegates, whether council members or otherwise, when, on instructions of council, they represent the municipality beyond its boarders; (f) pay all or some of the expenses necessarily incurred by an employee when, on instructions of council, he is engaged on municipal business; (g) honour persons who have, in the opinion of the council, served or brought honour to the municipality. The council of a city, town or district may, in accordance with Part 6, borrow money to enable aid to be granted to the intended recipient under section 269 (a), (b) or Gj). RS1960-255-204. Notwithstanding anything to the contrary, a council granting aid to an institution, organization or society may specify terms for representation by the council on the board of directors or other governing body, or otherwise. Annual rates bylaw 273. ‘The council shall, on or before May 15 in each year, subject to this Act, adopt a bylaw to impose rates on all taxable land and improve.nents according to their assessed value to provide the money required for (a) all lawful general purposes of the municipality, including provision for uncollectible taxes and for taxes that it is estimated will not be collected during the year, but excluding money required under bylaws for the payments of interest and principal of municipal debt, the municipal share of the regional hospital district expenses or charges for which there is another specific payment provision in this Act; (b) during the current year, under bylaw, payments of interest and principal on municipal debt for which there is no other provision, (b.1) amounts to be paid during the current year into a special reserve fund established under section 380.1, (c) the money which, when added to the balance in the hospital rate account from the previous year, is sufficient for the municipal share of the regional hospital district expenses and the debt incurred for hospital purposes, according to the requisition submitted to the council by the regional hospital board; (d) the money which, when added to the balance remaining in the district rate account from the previous year, is sufficient for the ordinary expenditures, including the municipal share of interest and principal on debt incurred, of an improvement district of which the municipality or part of it forms a part, and fer which the municipality, either by statute or agreement, is required tc impose a rate; (e) the money which, when added to the amount remaining in the regional district rate account from the previous year, is sufficient for the municipal share of the expenses and debt payments of the regional district, according to the requisition submitted by the regional board; 57 “a
