Kirk February 23, 1990 City Administrator File No. 31/88 Carlos Felip Director of Planning Rezoning to RM-3 - Proposed 22 Unit townhouse RECOMMENDATION : It is recommended that this application be given approval to proceed subject to: Submission of a revised design in full compliance with current zoning and parking bylaws, to the satisfaction of the Director of Planning; Consolidation of the properties involved; Construction, to the satisfaction of the Municipal Engineer, of Woodland Drive up to Lincoln Avenue and construction of Lincoln Avenue from Woodland Drive to the eastern most boundary of the subject site; Provision of a fire emergency connection/pedestrian connection between the sections of Woodland Drive in Port Coquitlam and the Municipality of Coquitiam. The applicant to negotiate the appropriate authorizations from the District of Coquitlam. A public information meeting be held prior to introduction of the rezoning bylaw. The applicant be advised that final approval of this application must be coordinated with completion of the improvement to the Wes twood/Woodland intersection. BACKGROUND Application 31/88 has been on hold for some time pending resolution of traffic and access concerns. Tne citizens in the area have expressed their opposition to have Woodland Drive connected north to the District of Coquitlam due to the potential increase in traffic. In conversations with our Engineering Department and the Planning Department of the District of Coquitlam a solution to secure appropriate emergency access without introducing subatantial additional traffic to the area has been identified. The alternative now proposed is to retain the separation between Woodland Drive and Pipeline Road providing a fire emergency access which could double as a pedestrian connection, between thege two roads. woe d/ 17
