MEMORANDUM Mayor and Council January 24th, 1979 FROM: Alderman E.W. Mabbett I attended the meeting in Vancouver called by the Committee of North Shore Municipal Officials and the local Industrial group, at the office of the B.C. Development Corporation. Members from several Cities and several members of the Industrial group were in attendance along with M.L.A. George Mussallem. The President of B.C.D.C., Mr. Doogood, opened the meeting outlining their mandate, etc. Right away this started some fairly sharp words, particularly from M.L.A. Mussallem and others of our group, especially when the President very emphatically pointed out that they were in the selling of industrial property and must show a profit and they would push some ahead of any locally owned industrial lands. I think we all felt, including the M.L.A., that at least we would be on an equal footing with B.C.D.C. in this regard. He was also critical of some municipalities of the red tape and very heavy requirements for servicing the land ready for use. However, he left. the meeting at this point and turned it over to a Mr. MacKenzie, the Land Division Manager of B.C.D.C. Mr. MacKenzie tried to smooth over some of the problems created by the President, however, it comes over loud and clear under the present regulations, here on the lower mainland, we have to compete with B.C.D.C. who estimate it will be another 4 to 4 1/2 years before Tilbury Is. is fully sold out and then they may turn their directions to being more co~ operative in pushing our area or others. Mr. MacKenzie talks about affordable industrial lands and bare bone specifications for servicing, also the average needs for Industrial lands are about 250 Acres per year at Present. There are funds available at low interest from B.C.D.C. for industrial development. Copies of Tilbury Island Development were made available showing the affordable servicing they put in and the land costs are at present about $68,500. (serviced) per acre. They have no funds for say a study such as an Economic Study of the North Shore Area, this would have to come from the Ministry of Economic Development directly. I think most of us left the meeting, not too enthused about what to expect from B.C.D.C. except for, in my opinion, two things: 1. M.L.A. Mussallem will no doubt be meeting with Don Phillips about the terms of reference B.C.D.C. works under. 2. Mr. MacKenzie will do an overall look at the North Fraser areas in a limited way and submit a Brief outlining briefly his views on the overall
