One of the requirements of the Department of Water Resources at the time of our initial application several years ago,was that the District of Coquitlam and the City of Port Coquitlam would have to agree to take over the maintenance and operation of the facilities after the upgrading. The City and the District agreed to take over the system on a joint basis and an application was sub- mitted to the Province in the name of the City in order to initiate the project. We are now at the point where Victoria require a formal agreement between the City and the District covering the joint operation of the facilities. Coquitlam had suggested that each municipality look after their own maintenance, however, this is not acceptable to Victoria. Among other things, they have pointed out that Federal approval was originally obtained on the basis that it would be a joint operation and to change the application at this point to permit individual application would require a change in the. application in Ottawa. They indicated this may very well jeopardize our priority position. We therefore, have had some preliminary meetings with Coquitlam to determine the form that the Inter— municipal Agreement would take and one of the primary items to be resolved is the matter of cost sharing between the two municipalities. -It has been proposed that the Greater Vancouver Sewage and Drainage District be engaged to carry out a study of the area to determine the basis of cost. sharing between the two municipalities. The Sewage District has carried out similar studies in the Lower Mainland for other joint drainage areas. Mr. Bunnell of the G.V.S.&.D.D. has indicated that the report could be carried out for the sum of $2000.00. In addition when the matter was being discussed | ‘with Mr. Bunnell, he indicated that the G.V.S.&.D.D. would upon request, submit a proposal to the two municipalities whereby a drainage area would be declared and would be operated and maintained by the G.V.S.&.D.D. (with the possibility that some or all of the works, operation and maintenance could be handled by either municipality for the G.V.S.&.D.D.). The G.V.S.&.D.D. has pursued this
