~2- available until possibly the first of June and the Vector Control Officer feels that if larviciding is going to be effective some work would have to be done by May 15th. The Committee recommends that half of the $5,000. amount presently placed in the 1973 budget for mosquito ground control be made available to the Committee to conduct some ground control work. This would permit some work to be started within the next two weeks to treat any larvae infested areas early before the larvae hatch. The Vector Control Officer feels that early treatment is essential to the success of any larviciding by ground control methods and the Committee therefore recommend to Council approval of an allocation of $2,500. at this time for ground control work. 3. Removal of Employable Single Men from the Welfare Role The Committee considered the resolution which was referred to the Health Committee by Council as follows "That all single employable welfare recipients without dependents, whe have been continuously on welfare for a year or more receive no further such payments during the period July 1st, 1973 to October lst, 1973 except that those persons who are excluded shall retain the right to appeal this decision”. Mr. Gordon Schramm the Welfare Administrator for Port Coquitlam informed the Committee that there only about six individuals remaining on the welfare roles that would qualify under this resolution and all six will be off before the end of May. There are about fourteen others in the single recipient category, some are not employable, however, in any event none of the fourteen have been on for a period of a year and would not be effected by the resolution. Mr. Schramm explained that the reason the Department had been more successful in reducing the number cd long term recipients is that workers are able to keep in regular touch with the individuals in an effort to get them back into regular employ- ment. Contacts with Manpower are improved and with a smaller case load the workers are able to do a more effective job of rehabilitation. Mr. Schramm felt that this method was a better approach than a straight termination of benefits as proposed in the resolution. The Committee does not endorse the resolution as proposed for the reasons given.
