A call for developers to prepare proposals to build a pri- vately operated second sheet of ice has been prepared and -is being debated by councillors this week. “It tries to be as wide open as possible,” economic de- velopment officer Ken Veldman said of the proposal call. ‘At says the city would commit to purchase a certain size block of ice time at a guaranteed price. The cost of putting in a second sheet of ice could end up being just a small portion of a much larger development, Prospective developers would be attracted by the pros- pect of getting cheap land. “There are all sorts of possibilities,” Hull said. “The hardest job’s going to be analyzing the proposals.”’ Council may have to compare a wide range of varied op- tions, Hull says there may be local interest as well. “T wouldn't be surprised if you saw at least two and maybe three local proposals.’’ Local knowledge would be an asset in making the project a success, he said. But regardless of who the city eventually decides to deal with, he said, the agreement will have to be drawa up care- fully to protect the city and its taxpayers. ‘The agreement’s got to be bullet-proof,’ he said. Thornhill regional district director Peggy Julseth says she thought last fall's referendum defeat of the proposed sec- ond sheet signalled that other uses should be incorporated into any new proposal. “T think we should be looking at what else we want ina facility besides a second sheet of ice,’’ Julseth said. ‘The way I see it, the next facility that’s built in this town is probably going to be the only one for a number of years.” But Roger Harris of the Second Sheet of Ice Society notes a developer-build project wouldn’t cost taxpayers anything — leaving the $2.1 million the city had been prepared to spend on a second sheet available for other purposes. Harris is expecting substantial interest in the project from developers. “This is an investment,”' he said, ‘It’s not a ski bill.
