In a letter to the Reeve and Council, Mr. Frank stated that while at all times he ‘has owned property in the District of Terrace he was not a registered property owner at the time he took ‘office. The technicality, which occurred during a property gale, was one of which Mr, Frank was unaware until recently. In tendering his resignation, ‘Mr, Frank returned the Honorarium he had received upon becoming a Municipal Councillor.
