DISCUSSION:

The proposed development generally complies with the provision of the CS~1
zone, but fails to follow the general guidelines outlined in the Official
Community Plan for Development Permit Area IV.

The Planning Department recommends that this application be denied and
that the applicant be encouraged to re-design the building with a commercial
form and character in a.cordance with the Development Permit Area design
guidelines.
