November 22nd, 1976 the Twenty-first day of October, 1976, be approved; AND_THAT His Worship the Mayor and City Clerk be authorized to execute the said Agreement and Restrictive Covenant on behalf of the City and affix the Corporate Seal thereto. Carried. Prior to passage of the foregoing resolution, Alderman Ranger enquired if, In fact, the charge of $300.00 per stall for construction costs and the $7.00 per month for five years rental charge per stall were sufficient to cover the costs incurred by the City and suggested that these amounts be reviewed. ‘The City Administrator advised that at the time the original discussions had taken place with the Royal Bank earlier in the spring, a review had been carried out and the amounts had, at the time, appeared adequate, and further that in view of the fact that the agreement had been approved by both the Royal Bank and the City prior to issuance of a building permit, it would not be possible to change the amounts in this particular agreement at this time. Alderman Laking expressed his opposition to the concept of ‘selling’ parking Space when the amount of parking presently available to the public in the downtown area is so limited. Alderman Mabbett suggested that present development costs (as experienced in the development of the Wilson Avenue loc) were in the neighbourhood of $500.00 per stall and suggested the matter be subject to a further review, however, the City Engineer advised that the costs of storm sewer installation and landscaping had been included in this particular cost analysis.
