Dear Sir: The following, as requested, is copy of information that I recently furnished _ Alderman Phillips with respect to the impact of our compulsory Bicycle - Registration Program. . "(a) Compulsory bicycle registration was discontinued in Vancouver in 1963. At that time the registration fee was 50¢ and the number of bicycles registered was 21,000. in 1964 registration was placed on a voluntary basis and immediately the number of bicycles registered dropped to 11,000 and con‘inued to reduce until 1969 when the program became totally ineffective. ; (b) Compulsory registration was reinstituted commencing September 1, 1971, The purpose of this program is to: | C4} reduce thefts; - . - (ii) identify recovered bicycles. - nee erm ere ne aoe The effectiveness of this program is illustrated in the following figures. During the first six months of 1971, 1461 bicycles were reported stolen and 146 recovered. During the same period in 1972, 972 bicycles were reported stolen and 478 recovered. ; ; At the present time there are 400 recovered bicycles that are not registered being processed.
