We request that you pass a resolution expressing your community's concern that these matters be thoroughly and publicly assessed and that the questionable areas in the Port's analysis be given further (and public) consideration. Here is a sample resolution you may wish to draw on: WHEREAS the Port of Vancouver's Risk Analysis of Tanker Movement in Vancouver Harbour has elicited significant questions, concern and criticism, and WHEREAS the Port's study largely failed to involve municipalities or members of the public in the deliberations, and WHEREAS | - the Port's methods of assessing environmental cost and environmental risk have been called into question; - there is substantial discrepancy between the Port's risk predictions and those of Environment Canada in its analysis for the BC/States Oil Spill Task Force; ~ the study fails to address the risk and cost of a spiil outside of Burrard Inlet; - the study does not address such important issues as maximum tanker size and appropriate tug capabilities; - the study does not analyze potential increases in tanker traffic, and WHEREAS Canada's Public Review Panel on Tanker Safety chaired by Mr. David Brander-Smith called for a comprehensive assessment of increasing west coast tanker traffic by the Federal Environmental Assessment Review Office, BE IT RESOLVED that (council) calls on the federal and provincial governments to direct FEARO or another public consultative body appointed by the Ministers of the Environment to conduct a comprehensive environmental and risk assessment cf the increase in tanker traffic in the Georgia Basin; and ITEM | PAGE
