TERMS OF REFERENCE

Port Coquitlam Parks and Recreation Master Plan ~ 10 year Master Plan

1. Purpose
——

The purpose of the Master Plan is to provide a framework within
which current and future decisions may be made regarding the
delivery of cultural, recreation, parks facilities and programs
for the Port Coquitlam Parks & Recreation Department.

Scope of the Plan

The Master Plan will assess the total Parks & Recreation needs of
the City of Port Coquitiam. The plan will include such
components as: open space requirements, park number, types and
Sizes, facility development and recreation program delivery areas.

3. Issues to be addressed:

Ae Parks, active play areas and outdoor facilities.

Ll. Focus to be on overall park planning whick will
include Systems and guidelines, ;

a) An assessment of the existing amount of public
Open space and conclusions as to the overall its
ability to serve present and future populations,

An assessment of the dispersal and location of
existing open space and conclusions as to its
ability to serve present and future populations.

Assessment of the quality of development of
public open space and recommendations about
improvements. ,

Definition of a structure or framework within
which public cpen Space is to be provided. This
framework includes:
~ Levels at which parks serve (e.g.
neighbourhood level sites and community level
sites).
A park type classification System (eg natural
parks, neighbourhood parks, athletic park
sites and playgrounds etc),
