Dear Mayor Campbell: The Fraser River Flood Control Program funding is being increased from $61 million to $120 million, as you are aware. An Amending Agreement will be signed shortly which will formalize this increase. Now that funds are going to be available for further work in the Valley, the necessary steps will be taken to include the Coquitlam dykes in *the Program as early as possible. To this end recommendations ere being Prepared:- a) . to cancel the indebtedness of the Dyking District under the Dyking “Assessments Adjustment Act; ; b) to dissolve the District and transfer its assets and liabilities to the City of Port Coquitlam and to the District of Coquitlam proportionately to the 1975 revenues from the Dyking District areas within each munici- pality. Dykes, pumphouses, flood boxes, and lands now in the name of the Dyking District will transfer to the City and to the Municipality. Lands in the name of the Dyking District will transfer through the Inspector of Dykes, the current administrator of the District. Once the dyking District is dissolved, we can complete the . necessary arrangements for the Program. It is understood that the District of Coquitlam has agreed and is prepared to operate and maintain those dykes within the District Municipality. The proposals for improving the dyke from the west end of DeBoville Slough south to Mary Hill will therefore have to be considered by each Council for that portion of the dyke within its municipal boundaries. A resolution from each Council will be necessary relative to the respective portions of the dyke. Your Council's resolution, or authority, should also Indicate: that Council is prepared to enter into an Agreement with the Province ‘and the District of Coquitlam to operate and maintain the improved works.
