February 23rd, 1976 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam poe City Hall, 2272 McAllister Avenue, Port Coquitiam, B. C., on February 23rd, 1976, at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, oom ' : EW. Mabbett, P.F. Ranger, and M.A. Thompson in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer V.G. Borch, P. Eng., Recreation Director Janna Taylor, Fire Chief W.S. Wingrove, Works & Utilities Superintendent G. Ulmer, and Mrs. B.M. Keryluk, February 19th, 1976, stating the G.Horner re : | proposed : requests received from the PoCo "Happy Times" Pre-School and the Children's expanded library ! House Montessori Pre-School Society for use of the present library facilities ane, ~- building, have been turned over to the Building & Protection Committee for study; however, as planning cannot go ahead until a definite commitment is received from Horner Developments Ltd. with regard to a building time schedule for the new facility Mr. Horner has been invited to be in attendance this evening to answer any questions of Council as well as provide information regarding progress on the library building. A memorandum from the City Clerk, February 20th, 1976, concerning : the proposed new library quarters was also submitted advising that final reading may now be given to the following two By-laws which would authorize establishment of a development area and the entering into of Land Use Contract No. 16: 1. "City of Port Coquitlam Zoning By-law, 1969, No. 918, Amendment By~ law, 1975, No. 1398". 2. “Land Use Contract No. 16 Authorization By-law, 1975, No. 1399". Alderman Keryluk advised that Mr. Horner was present this evening and members of Council would have an opportunity to raise any questions they may have regarding the proposed library facility; algo to give anticipated dates as the building progresses. Mr. Horner then spoke to
