Page 2, The Herald, Wednesday, April 1, 1981 Trudeau Justice Minister Jean Chretien refused today to improve an offer io the Progressive Conservatives that could break the con- stitutional Jogjam in Parlia- ment. Prime Minister Trudeau, in an abrupt policy tur- naround Tuesday, stunned the Opposition by saying he would not preas the British Parliament to pass his constitutional package until after the Supreme Court of Canada rules on the legality _of the measures. . However, the offer was conditional upon the Con- taervatives ending their ‘week-long parliamentaray ‘filibuster of the package. :: Conservative Leader Joe Clark rejected the offer. He said a unanimous Newfoundland Court of Appeal ruling that the ‘federal government has no “power to change the con-- ‘stitution unilaterally makes Trudeau's package illegal :. At the weekly meeting of ‘Liberal MPs and senators, - Chretien ‘disappointed with Clark’s ‘stand and refused the Conservative request to said he was. shelve the constitutional package until after the Supreme Court ruling. - “T don't know if it will be useful to negotiate anything else because they (Can- servatives) have never agreed to anything nothing in the last six months om any proposition we have done,” Chretien said. Trudeau announced his offer in the Commons only a few hours after Newfoundland court decision was released. The prime minister sai his offer is conditional. on. Tory agreement to pass the measure before Easter with amendments to strengthen native and women's rights. The Supreme Court is to hear an appeal against ‘a 3-2 decision by the Manitoba Court of Appeal supporting the legality of Ottawa's attempt to move over the objections of eight of the 16 provinces. Only Ontario and New Brunswick back the federal stand. The Supreme Court could bear any federal appeal against the Newfoundland decision atthe same time, federal lawyers said the he'll wait Trudeau told the Commons — it is important the Supreme Court havea final resolution, not a hypothetical one, when it considers the question. He urged the Torles to ‘drop their five-day-old Procedural illibuster and - permit a final vote on his package before Easter. In return, his government would not send the proposals to Britain untl] the Supreme Court ruling and would negotiate terms for ending the final round = of. parliamentary debate, now in its seventh consecutl week, . However, after a series of impromptu conferences among Tory MPs, a meeting a of the Houre leaders of all - three parties and an carly evening Conservative ; Caucus, Clark rejected the idea. “We believe the Supreme Court of Canada should clear up the question before Parliament has to’act,” he told reporters as Con- servative MPs again tied up the Cdmmions in- procedural questions, preventing it from dealing with any business. However, the Tories agreed to continue talks with the Liberals and New Democrats, who applauded Trudeau's offer. The Newfoundland court gave the six provinces fighting Trudeau's. pians in the courts their first clear victory when It said yes to three questions submitted in February. ’ a Nowe A yt THT etd ley 2 | | “Pall ee i tu ( H fi ‘ ! i aly 71 : : 7H pote 4 \i ! : | Se YN ee Nf 2 S42 RESTAURANT | : ay oe : =. 1 re ee. ee . ° CE Le Eas ee a “Serving Fine Pobds 7 days a week” ; “ Breaktast. kiheh and GimnePeoh PA 635.6307 + SJUUMBER LODGE Burnett MASH. The letter was described by four congressional end U.S. justice department sources, who declined to be identified. Congressional leaders were briefed Tuesday about facts in the case by Attorney-General William French Smith. Foster played a. preteen prostitute in Taxi Driver, a film about a New York cab driver who is fascinated by guns, revolted by rampant Pornography in the city and plans to assassinate a U.S. Senate candidate. Two sources said authorities are aware of a second Hinckley letter, and one source said that letter had been mailed but declined to say to whom. NBC News quoted federal agents in Connecticut as saying that Foster told them the had received severa} love letters from Hinckley in recent months. The network elso said pictures of the actress were found in Hin. ckley's wallet.
