The central committee of the Communist Party of China never informs its readers why it per- sists in its reckless attempt to divide the world Communist movement. Because ofthis there is widespread speculation, parti- cularly concerning possible sub- jective motives. Aside from all such specula- tion and ignoring the question of subjective motivation, it is nec- essary to emphasize one reason which is clearly observable in statements by leading members of the Chinese party, This reason is a challenge to Communists — yes, and to all men of good will —everywhere in the world. It is expressed in the pretence that the Chinese party and the people of Asia and Africa, and to only a slightly less extent Latin America, have a special com- munity of interests apart from all the other Communist pdrties; with a strong implication that it is a community of interest again- st the communist parties of what the Chinese leaders refer to sar- donically as ‘‘the superior na- tions.”’ os ee A crass example of this is to. be seen in the June 14 document, In point 8 its authors write: **Certain persons .. . cater to the needs of imperialism and create anew ‘theory’ to justify the rule of imperialism in these areas and the promotion of its policies. of old and new colonial- ism. Actually, this‘theory’ seeks, not to break down the barriers of nationality, color, andgeogra- Phical location, but to maintain the rule of the ‘superior nations’ over the oppressed nations,”’ This statement isa flagrant at- tempt by the Chinese party lead- ers to turn honest healthy hatred of imperialism and imperialist exploiters against other Com- munist parties. Such unprincipaled propaganda has nothing in common with Marxism-Leninism. According to her report of that interview, com- rade Liu Shao-chi asserts that **Marx and Lenin were Europ- eans; they wrote in European languages about European history and problems, only rarely touch- ing upon Asia and China. Mao Tse-tung,’’ on the other hand, says Liu Sao-chi, ‘thas’not only applied Marxism to new condi- tions but has developed it further. He has created a distinctive Cnin- ese or Asian form of Marxism.”’’: This idea that the world - histo- rical science of Marxism-Lenin- ism is to be superceded now bya distinctively **Chinese or Asian Marxism” is startling; especial- ly when it is voiced by the first secretary of the great Communist Party of China, It’s essential political content is not new how- ever. It has been expressed for years in Mao Tse-tung’s slogan **the east wind prevails over the west wind’’. If what comrade Liu Shao-chi describes as Asian Marxism is to be identified: by the point of view and the arguments as well as the tone which have characterized the party statements, letters, editor- ials and articles that have been published on the line put forward in 1960 in the booklets, ‘‘Under the Banner of Leninism’’ and ‘Long Live Leninism’’, it must be said without equivocation that it is a serious step backward from the line set forth in the 81-party Statement. That document is based squarely on recognition of the fact that the main content of political development today is the transi- tion from capitalism to social- ism, of struggle between the two systems, a struggle in which the socialist world system is winning ~ and is approaching the achieve- ment of decisive superiority in all spheres of social activity. Recognizing the fact that we are in a new epoch and identify- ing the contradiction between the socialist world system and capitalism as the main source of the driving forces for social change, the 81-Party Statement sets forth the tasks that must be undertaken by the Communist and Workers Parties and the poli- tically advanced members of the working class in alliance with the democratic, peace-loving forces all over the,world. The CCof the Chinese party does not accept the thesis of the 81-Party Statement on the main characteristic of the new epoch. Corresponding with this it does not accept the thesis that the main contradiction in world poli- ‘ties is that between the socialist world system and imperialism. But Marxists-Lenin- ists must not regard the contra- dictions in the world as consist- ing solely and simply of the con- tradiction between the socialist camp and the imperialist camp,’’ By journalistic sleight of hand the authors of the June 14 docu- ment succeed in dissociating the Communist Party of China from the thesis that the central con- tradiction of world politics to- day is that between the two sys- ~ tems; without openly repudiating the 81-Party Statement. It must be noted however that they also dissociate themselves from Lenin’s famous injunction that Communists ‘‘must be able. to find that special link in the chain which one must grasp with all one’s might in order to hold the whole chain, and to make last- ing preparations for the transi- tion to the next link; ...’’ The Chinese leaders, in ef- fect, reject Lenin’s admonition because, if they accept the the- envi! It cannot stop, or even slow down the advance of socialism to the decisive role in world politics, the deepening crisis and decay of imperialism, the collapse of the old colonial empires, and the unprecedented growth of the democratic forces in the capitalist countries. In this situation of stormy ad- vance and new possibilities, the CC of the Communist party of China wants the Communist and Workers parties of the world to fight for the speedy triumph of peace and socialism with politi- cal weapons and slogans which characterized the period before the world socialist system em- — braced a third of mankind, be- fore there had emerged, con- cretely, the prospect of early as- sumption of world leadership by socialism.
