Eng., i Engineer SUBJECT: Inter-Municipal Agreement (Public Works Committee Meeting June 7, 1988 Recommendation: That the City Engineer be authorized to commence negotiations with the District of Coquitlam for the purpose of revising the existing intermunicipal agreement for the maintenance and construction of roads. Background and Comments: The attached intermunicipal agreement for the maintenance and construction of roads was negotiated in 1976. While the agreement may have been equitable at that time it is the opinion of the Public Works Committee that this is no longer the case because of the following: 1. Significant developments have taken piace adjacent to those roads on which the City is responsible for the maintenance and construction. The additional traftic generated has accelerated the deterioration of these roads resulting in the increase of expenditures to keep these roads in a reasonable condition. There is a total of three railroad crossings, two on Westwood Street and one on Pitt River Road. The maintenance and capital construction costs associated with these crossings have been and will continue to be very expensive. An example is the recent order issued by the Canadian Transport Commission requiring the City to pay 12.5% for the cost of upgrading protective devices for the railroad crossing located on Pitt River Road at Lougheed Highway. The other two railroad crossings on Westwood may require similar upgradings. There are three traffic signal lights at the present time, two of which are located on Westwood and the other on Pitt River Road. The costs of operating and maintaining these traffic lights will be on the increase. The City is also faced with the possibility of installing additional signal lights on Westwood due to the arterial nature of this road. .
