Eng., City Engineer SUBJECT: Installation of Metal Gates ~ Gillespie Place (Public Works Committee Meeting September 6, 1988) Recommendation: That the City cost-share in the installation of a set of gates across the Gillespie Place access to the Northside Chapel subject to the following: City contributes two-thirds the final cost of the a! stallation of the gates up to a maximum of $1,000. be The City's share of the cost be funded from the 1988 Unallocated Public Works Capital Budget. Background and Comments: Council will recall that several weeks ago a 30 km/hr speed jimit was imposed on Gillespie Place. While this may have some effect on solving the speeding problem on this street the residents on Gillespie Place are still unhappy with the volume of traffic. In addition to the traffic generated by those attending the Church, there are also vehicles short- cutting between Gillespie and Bennie Places through the Church property. The Gillespie residents wish to put a stop to al! the traffic proceeding to and from the Church property using their street. The Church, on the other hand, felt their members have every right to use their tega!l access on Gillespie Place. Over the past several weeks, the Public Works Committee has worked with both the local residents and the Church to negotiate a reasonable settlement. It would appear that aside from the commitment on the part of both the local residents and the Church to conmexist peacefully, the installation of a set of gates across the Gillespie Place access is the next element necessary to resolve this neighbourhcod probiem. In consideration of their neighbours, the Church has indicated their willingness to commit themselves to the following:
