The Municipal Council of The Corporation of the City of Port Coquitlam, in open meeting assembled, enacts as follows: 1. Section 4 of the "City of Port Coquitlam Fire Prevention By-law, 1968, No. 902", as enacted by By~law No. 1224, is repealed and the following substituted: "4, (a) It shall be unlawful for any person at any time to light, ignite, start, or knowingly permit, allow or cause to be lighted, ignited, or started, any outdoor fire of any kind whatsoever without first having obtained a special written permit so to do from an Officer. (b) An Officer shall not issue the special written permit referred to in clause (a) hereof unless he has received a written application therefor and has referred the said writtcn application to the “Council for authority to grant the said application and issue a special written permit. (ec) Notwithstanding anything contained herein and notwithstanding any action taken by the Council in pursuance of the provisions of clause (b) hereof an Officer shall not issue a special. written permit when he does not consider it safe so to do and an Officer may at any time cancel a special written permit if in his opinion the fire set .thereunder becomes a hazard or creates a nuisannce and thereupon every fire set under the terms of such special written permit shall be immediately extinguished. (d) Every written application for a special written permit shall contain the following information: (4) The legal description and civic address of the property upon which it is proposed to set the fire and the exact location of the burning site or sites thereon. The name of the Registered Owner of the said property and if the Registered Owner is not the applicant the consent of the Registered Owner shall be appended to the application.
