A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chambers, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on September 8th, 1980 at 7:30 p.m. His Worship Mayor G.R. Laking, Aldermen M.D. Gates, J.J. Keryluk, E.W. Mabbett, P.F. Ranger, L.M. Traboulay and M.R. Wright in attendance. Also in attendance were City Clerk R.A. Freeman, City Engineer F.E. Peters, P. Eng., Assistant City Engineer L. Melnechenko, P. Eng., City Planner L. Lee, City Treasurer J.G.S. Maitland, Fire Chief W.S. Wingrove, Works & Utilities Superintendent G.W. Ulmer and Mrs. D.L. Vyse. ZONING PUBLIC HEARING: His Worship Mayor G.R. Laking advised the meeting the following Zoning Public Hearing: proposed By~law to amend the "Ciry of Port Coquitlam Zoning By-law, B/L #1774 ~ Gity of Pt. Coq. Zon, 1979, No. 1651" would now be considered. B/L, 1979, No. 1651, Amend. B/L By-law No. 1774: 1980. To amend Section 4 cf the By-law to add, after sub-section (3) the following as sub-section (4): "(4) PERMITTED USES OF LANDS, BUILDINGS AND STRUCTURES The use of land, including the surface of water, of buildings and of structures, shall be in accordance with the permitted uses specified in this By-law and in conformity with the regulations for permitted uses specified in this By-law and any uses not specifically permitred are prohibited." The foregoing amendment will affect all land in the City. Mrs. L. Rayner, 3561 Pearkes Place, expressed concern regarding the proposed amendment to the Zoning By-law stating in her opinion It is in contravention of Section 716, sub-section l(b) of the Municipal Act. Mr. R. Crawford, 2650 Burns Road, inquired reparding the floodplain regulations and when they were put into effect in the City. Mayor Laking advised the Provincial government set down the floodplain regulations in 1978.
