4. Every person proposing to establish a piggery shall first suomit an application to the Municipal Council for approval and the piggery shall not be established until such approval has been granted and the legal description of such property has been included, by amendment thereto, in Schedule "A" of this By-law. 5. The standards of construction and cperation of a piggery shail be as follows: (a) The land upon which the piggery is situated shall be suitably drained. (b) All buildings housing. swine shall have concrete floors and concrete walls. The concrete walls shall be a minimum of 18 inches in height. Floor gutters shall be provided to adequately handle all liquid wastes. (c) Feed storage rooms shall be rodent and insect proof. (d) All measures necessary to control flies shall be carried out from time to time as required. (e) All manure, liquid, or other waste shall, prior to its disposal, be stored in such a manner as to prevent the occurrence of odours, the nutrient transfer to ground waters, of surface draining. During the months of June, July and August, swine manure shall not be disposed of by spreading on land. At other times of the yerr, swine manure may be disposed of by spreading on land only: @ at a time when the manure can be applied to the soil to promote plant growth. (14) on days when odours and manure particles will. not be carried by wind into adjoining properties or public places where a nuisance would be created. on cool days when the odour levels will be lower. early in the day when the air is warming up and rising, rather than later in the day when the air is cooling and settling. on a'sufficient number of acres so that nutrients can be recycled through crops without the accumulation of salts or nutrients to levels that will pollute surface or ground water supplies. Where the number of swine on a parcel exceeds thirty-six per hectare there shall be storage facilities large enough to hold manure gencrated on the parcel during 150 days. Where there are thirty-six or less swine per hectare the storage capacity for manure shall be large enough to hold manure generated on the parcel during 90 days.
