IN COOPERATION WITH: Director of Apprenticeship Province of British Columbia ARTICLE | — PURPOSE The purpose of this Program is to. improve the knowledge and skill of persons employed as journey- men, improvers, or helpers in the forest products industry in respect of the trades named in Article II herein. ARTICLE Il — TRADES Machinist—5-year Program . Steamfitter-Pipefitter—5-year Program Electrician—4-year Program Maintenance Millwright—4-year Program Construction - Millwright—4-year Program Heavy Duty Mechanic—4-year Program Automotive Mechanic—4-year Program Welder—3-year Program ARTICLE Ili — GENERAL PRINCIPLES Section 1: Master Agreement All provisions of the Master Agreement shall be applicable to apprentices in this Program. CI SI CD BEDS) Section 2: Right to Continue Once started in this Program, subject however to the provisions of the Master Agreement, the apprentice shall have the right to continue providing . ‘ he passes all of the prescribed tests and work is available for him. ; Section 3: Tests Upon completion of each period of training in the vocational school, an apprentice will be required to pass a test. In the event of failure to pass such a test, the apprentice will be given a second oppor- tunity, but in the event of failure to pass on the occasion of the second such test he shall be required to withdraw from the Program. Section 4: Meaning of “Year” Wherever reference is made to a year as a Helper or Improver it shall mean a period of not less than 200 working days, the said period to include time spent at the vocational school. In the event a par- ticipant works less than 200 days and has attended vocational schoo! within the year, he will be given an opportunity to take the required test. Section 5: Recognition of Time Subject to the provisions herein, an apprentice shall be entitled to recognition of training time in the Program in the event of his moving from one employer in the industry to another. Section 6: On-the-Job Training The employer will ensure that the Apprentices will be given the necessary on-the-job practical training. Section 7: Present Tradesmen : Present tradesmen employed in the Industry who do not wish to become certified shall not have their seniority rights prejudiced through lack of certi- fication. THE WESTERN CANADIAN LUMBER WORKER ARTICLE IV — SELECTION OF APPRENTICES Section 1: Seniority When an employer requires apprentices, it is agreed that the vacancy will be posted in the opera- tion, and applicants selected in accordance with the provisions of Article XVII of the Master Agree- ment, Seniority. Section 2: Entrance Standards Entrance to the Program will in all cases be subject to the applicant meeting the standards re- quired for acceptance by the Apprenticeship and Industrial Training Branch. Section 3: Compulsory Entrance All present Helpers and Improvers employed by the Company must enter the Program. Helpers and Improvers who cannot qualify in the Program will be reclassified with no reduction in rate of pay until such time as they have an opportunity to apply seniority to obtain a job with equal or higher rate of pay. Labourers will not be employed in a manner that will interfere with the application of the Program. Section 4: Age Limit There will be no age limit for applicants. ARTICLE V — TRAINING SCHEDULES Section 1: Assignment as Helper All successful applicants, except welder ap- prentices, will be registered as Apprentices and be assigned as Helpers for an 11-month period prior to attending vocational school unless the applicant’s previous experience renders such assignment un- necessary. $ The aforementioned welder apprentices shall attend vocational school for one month prior to assignment as Helper. - Section 2: 5-year Schedule Rating At Operation At School ist Year— Helper first 11 months last 4 weeks 2nd Year— Helper first 11 months last 4 weeks 3rd Year— Improver first11 months last 4 weeks 4th Year— Improver first11 months last 4 weeks 5th Year— Improver first11 months last 4 weeks Section 3: 4-year Schedule Rating At Operation At School ist Year— Helper first 11 months last 4 weeks 2nd Year— Helper first 11-months last 4 weeks 3rd Year— Improver first11 months last 4 weeks 4th Year— Improver first11 months last 4 weeks Section 4: 3-year Schedule Rating At Operation At School ‘st Year— Helper first 11 months last 4 weeks 2nd Year— Improver first11 months last 4 weeks Improver first11 months last 4 weeks 3rd Year— Section 5: Electricians ; Notwithstanding the provisions of Sections 2, 3 and 4 herein, electrician apprentices shall be re- quired to take 8 weeks at school during each year of the Program instead of 4, with the period in the operation reduced accordingly. Section 6: Passing Test The apprentice must successfully pass the pre- scribed test before promotion from Helper to Im- prover. Section 7: Journeyman Qualification Following completion of the period of training as required herein, the apprentice shall be permitted to take the prescribed examination for qualification as Journeyman Tradesman, and if successful in obtaining a certificate, he shall be paid as a certified tradesman in accordance with Wage Supplements No. 1 to the Master Agreement. Section 8: Vocational School Delay If any of the periods provided for in Sec. 2, 3, 4, or 5 herein are exceeded by reason of vocational school facilitiés being unavailable, such period of excess shall be credited to the apprentice in suc- ceeding training requirements. ARTICLE VI — WAGE RATES Section 1: Rates and Increments Wage rates for Helpers and Improvers during their first year as Helper or Improver shall be that provided for in the Wage Supplement to the Master Agreement. Subject to passing the required tests, a Helper shall receive an increment of 10c per hour during his second term year in that category, and an Im- prover shall receive an increment of 10c per hour during each of the second and third term years in the said category of Improver, where such second or third term is part of the program. Section 2: Expenses Fares, Lost Time Pay and School Exvenses are to be paid by the appropriate government authorities as part of the cost of the Apprenticeship Plan with the exception that the employer shall pay the ap- prentice while attending Vocational School the dif- ference between the subsidy granted by the approp- riate government authorities and the regular wages of the employee concerned. Section 3: Delay in Testing Where an employee incurs delay in taking one of the tests under this Program through no fault of his own, the delay shall not prejudice his right to wage increments provided for in Section 1 herein. ARTICLE VII — ADVISORY BOARD Section 1: Constitution There shall be an Advisory Board for each trade covered by the Apprenticeship Agreement, consist ing of two representatives of the Industry, two from the I.W.A. Regional Council, one representing the Vocational School and one from the Apprenticeship and Industrial Training Branch. Section 2: Responsibility The Board shall be responsible for advising the Department of Labour, Apprenticeship and Industrial Training Branch, regarding the content of tests, standards of marking, and the school curriculum with respect to registered apprentices.
