V3A 2A8 Attention: Alderman George Laking Chairman -- Public Works Committee Dear Sir: RE: CLOSURE OF MARY HILL ROAD This letter is our formal request for a Temporary Road Closure permit for Mary Hill Road from the north end of the Westview Heights site (at the B.C. Hydro powerline crossing) south to the Mary Hill Bypass. We had originally received approval for a three month closure but a review with the Contractor, B & B Contracting Ltd., has indicated advantages to both the City and the development should permission be forthcoming for an extended closure period of between five and six months. Since the vegetation and trees have been cleared on both sides of Mary Hill Road the narrowness, lack of shoulders and limited sight distance is: more apparent, however the occurrence of speeding vehicles (estimated to be generally 70 - 80 kph) has increased meaning obviousiy greater exposure to accidents, with and without the involvement of Contractor's equipment. One vehicle on a weekend left the road. The advantages are: 1) The approximate ten day delay in implementing the road closure could mean an equivalent loss in good weather days. 2) The original schedule was to start the Mary Hill Road construction June 01/89 or July 01/89 depending on weather predictions and finish September 01/89 or October 01/89. If the closure was effective March 15/89 then the road could be re-opened August, 1989. The Contractor's movement in and around the area of the site is not restricted, The ability to control site drainage is improved. The elimination of traffic obviously eliminates the possibility of accidents.
