HOV 17 tore TO: Mayor and Council November 14th, 1975 FROM: . Alderman P.F. Ranger I am opposed to some of the principles reflected in Draft I of the Garbage By~law. The interpretation of "dwelling" in Section 1 (a) and "householder" in Section 1 (j) is very narrow and discriminatory. Why are citizens who live in multiple dwellings and townhouses being segregated in the By-law? It would appear that. the intent of Draft I is to force those who do not live in a single family dwelling to arrange for their own garbage collection. If this is not the intent, then Section 3 is legislating inefficiency. For. example, a 50 suite apartment could generate 150 standard garbage cans when several 3 cu.yd. containers could do the job. The By-law does not provide for efficient containerized pick-up. The total emount of garbage created in a day requires a certain number of man hours, equipment and energy to remove.
