Mayor & Council 337 Prairie Ave C.Felib PoCo V3C~3V4 City Hall, Poco Nov 22/92 Re: O.C.P 1992 Special Study Area (Environmentally Sensitive Area) The people who word on the 1992 9.C.P., are to be commended fsr tka kero -e of labour that went i:to ine plan. However I wish tu point out some flaws in the envitonmentally sensit:.- that encompasses sours and neighbouring properties, that may have been more valid 20 or 25 yezeis ago. 1) There are rvon)e on the dyke day and night-walking, jogging. partyarg atc. In the warmer months we have even observed hippy types living in drift wood structures. for a week or so at a time. Male and female youngster staying overnight in sleeping bags. is common. Fourty to fifty dogs are turned loose, daily, for exercise. In fact we have a duck pond near the dyke, but had to stop raising them (ducks) because of the dogs and stone throwing children and adults. our chickens will be next to go. We allow wild geese on our fields during the fall and winter months - they are careful not to go within 300 feet of the dyke fence for the same reasons. ' Noisy motor bikes frequent the dyke day & night, especially during the summer months. The Pitt River, along this labelled Envira Sensitive area is a designated training area, by Pitt Meadows airport for take-off and landing, for float planes. Besides the noise in take off, the whole house shakes. This aloné has driven off nesting waterfoul. Again dogs have helped, also. As one can ob-verve, this area is also used for storing log booms. For what ever reason tug boats mostly come at night, to deliver or pick up booms. Their extremely bright Spot-lights and loud-hailer, used to communicate with men on the booms, must frighten all nature. The ditches in this area that are labelled enviro. sensitive are a little more that open sewers. The newer houses all have septic tanks & fields. The older houses making up 75% have just septic tanks with the over-flow finding its way to the ditches. Ditches in this area have acted as resevoirs when the pump at Dominion can't handle the run-off. The C.P.R. yard as well as much of the N.E. sector is pumped into the Pitt River at the end of Dominion. Residents have often noticed when water is backed-up, there is a greasy brown film on it. This water has been tried for watering plants by a commercial green-house operation. Because of its chemical content, the plants did poorly. The idea was abandened. Carp and stickle back minows have been observed in the ditches. I would not advise anyone to eat the carp. Pheasants have disappeared from the area in the last 15 years, The last time I saw a deer, was ten years ago, when it was being madly pursued by 2 dogs. Nesting ducks, geese, bitterns and shore birds have long since abandoned the mud flat sites. Years back, when we moved to this area, I remember the night choruses of the American bitterns and cheng ar they were large bull-frogs. You seldon hear one anymore. . Every year, as the city grows, there is more and more pressure on this area. It will only get worse. In Conclusion, every resident in this city considers their property as not only a home but also an investment. When they sell it they expect it to appreciate. Our area has already received one designation -namely the A,L.R which devaluates our property because the land is frozen, in spite of it not being viable agriculture land. We don't need another label to devaluate it further. Sincerely G.E Terry PAGE |
