June 5, 1980 . ae JUN 2 3 1980 The Mayor and Municipal Council of the Corporation of the City of Port Coquitlam Dear Sirs: If we are to maintain a reasonable quality of life in the North East Sector and the Dewdney Allouette Region of the Lower Mainland, efficient transportation is a prerequisite consideration in control and direction of population growth. The draft plan for the Lower Mainland recognizes this requirement while also proposing a shift in the. balance of population from South to North of the Fraser River onto more marginal land and thus preserve agriculture from increasing encroachment. Even without the proposals outlined in the draft report, increasing restriction.on urbanization of agricultural land will undoubtably bring about the same population shift. Already the Lougheed Highway is at capacity and the Dewdney Allouette. expressway is still some years away, implementation of which would help that Region (with reservations to increasing energy costs) but would undoubtably impose more problems west of the -Pitt River. The only solution to cater for both short and long term requirements is implementation of railway service on the C.P.R. tracks, yet this service has been denied so far on the basis of insufficient population.
