At the same time, for the pensioner for whom the telephone is of- ten a life-line, but who makes limited use of the telephe~e, and yet an 8¢ stamp might be a hardship we have exempted sma.t accounts (under $10.00) from any penalty for late payment, and therefore they can pay their bill every two months. Furthermore, we have requested permission from the Canadian Trans-— port Commission to give some of the above type of customers a 50% discount. This will be discussed during our September 17, 1975 hearing. I wish to apologize for the length of this letter, but I wanted to explain what, to a bystander, could appear to be an arbitrary decision. I feel quite confident, that, as elected representatives of the public who are also our customers, you will support any effert that we make to control communication costs to our consumers.
