Alderman J.J. Keryluk ij “ V.G. Borch. a tf Respectfully submitted, item I The Committee recommends that the Annual Spring Cleanup be carried out on April 22nd - 26th, 1974, . Item II Re: 20 m.p.h. Speed Zones The Committee had been requested to review the necessity of the established 20 m.p.h. speed zones in the City, most of which are located on streets adjacent to school grounds. In view of the fact that the R.C.M.P. are regularly enforcing these established speed zones and that many metorists obey the limits, the Committee feels no recommendation for change is necessary ‘at this time, Item III Re: Department of Highways - Lincoln Avenue During the recent discussions that the City Engineer had with the Engineers of the District of Coquitlam and Port Moody concerning the inter- municipal highways proposal for the Department of Highways consideration, it became apparent that the District of Coquitlam with the encouragement and support of the Department of Highways was planning on the establishment of a major street link with Lincoln Avenue. Presumably this was based on the City's 1969 Traffic Report by Asscciated Engineering Services Ltd. The City Engineer pointed out that the establishment of the City’s nature area eliminated the possibility of Lincoln Avenue becoming a major inter-municipal arterial street and that it would be unlikely that the City would want to see Lincoln Avenue tied to a major street from the District. Subsequently a meeting was held with the District of Coquitlam and the Department of Highways Planning Section and this meeting resulted in a letter to the City Engineer from M.G. Elston, Senior Planning Engineer, dated February 14th, 1974, acopy of which is attached. The Committee endorses the proposal of an east-west crossing of the Coquitlam River north of the Lougheed Highway, however, because of the establishment of the nature area and the apparent development of Lincoln Avenue west of Coast Meridian as a local collector l2eaveoee
