Higher prices are com- pensating for generally ower catches and the in- dustry appeara on lis way to another record return this year, topping last - year’s $250.6 million. High point was the six- week herring season, always @ money-epinner for B.C. fishermen, but this year an outright bonanza. The Japanese taste for herring roe netted fishermen $190 million this year on a mediocre catch of 42,807 tons. Last year's haul of 60,669 tons saw a return of $51 million. fisheries department figures show that the average gross take af each yeasel that took part in the great herring hunt was $276,000, One boat reaped a record $1.6 million worth of herring In one sweep of its neta. Herring may be worth its weight in yen, but salmon is undisputed king and that fishery’s reliable return makes it the foundation of the B.C. industry. Predictions of an off-year for salmon have not resulted in a serious drop in catches. The run of spring salmon McKee appointed was down two million pounds from last year at 4.6 million pounds and the sackeye catch at 14 million da is seven million off from last _ season, However, the coho catch is up by two milllon pounds at 11.1 million and a good run of salmon on the Fraser River has resulted in a haul so far of 15 million pounds, op from 9.4 million a year ago. It has been a good year, but not everyone [s happy, In part because the in- dustry's health, . arguments are being waged on several fronts over how the action should be divided. The federal and provincial governments, meanwhile, are deciding how much action there will be to begin th. The industry now is studying a federal report prepared by Dr. Sol Sinclair of the University of Manitoba which recom- transferral of licences be restricted and to settle dispute VICTORIA (CP) — Labor Minister Allan Williams Wednesday appointed Clive McKee to serve as A one-man industrial inquiry com- mission to find an end to a contract digpute between the British Columbia Ferry Corp. and its 2,60 em- ployees. Spokeamen for the Crown corporation and the B.C. Ferry and Marine Workers Union said they reluctantly agreed to accept an in- dustrial inquiry commission and Williams said he ex- pected a quick and amicable settlement. McKee has 14 days to work out an agreement. If he is unsuccessful, the govern- ment could impose a 9-day coolingoff period and binding arbitration to keep the ferries running. Earlier, the union had re-, quested that mediator-Fred Geddes out of the talks. It will be in a legal position to strike as soon as Geddes’ report is recieved by Williams. Unie the appointment of a meditor, the appointment of a commission does not prevent strike action and the union could set up picket lines today. Union president Shirley Mathieson said the executive has not made a decison on strike action. . “However, that doesn’t preclude spontaneous action by the members as has already happened.” Mathieson said she hoped workers would not take any unauthorized action but “some of the members are ge a little bit restless.” Williams, Geddes and negotiators for both sides met in marathon session Tuesday but failed to reach an agreement. The union served strike notice Aug. 22 but was unable to strike legally while the mediator was involved. Major obstacles to a eettle- ‘ment include wages, sick- leave benefits and the use of casual labor. The last con- tract expired July 31. The B.C. government ls moving along the same lines, On June. 2%, the province clamped a mortorlum on the issuing of new licences while a review was mado of licensing and policy devised on foreign control and finanelng in the industry. Currently there are 6,200 fishing boats on the B.C. coast and about 18,00 raonal commercial fishing cences lasued annually. Within the industry, the owners of seiners are calling for government action to restrict the actlytities of gillnetters in the herring fishery, complaining that thelr share has fallen from per cent to 55 per cent in the last eight or nine years. The processors, mean- while, are volcing concern aver increasing Japanese involvement in the industry, both In the form of direct . investment in fish plants and in out-bidding Canadian operators on the fishing grounds. Fishermen in the money Other disputes are inter- national in scope. Moat. recently, there has been an exchange of diplomatic protesta over Canada'a arrest and selrure of 19 U.S. tuna beats which followed their quarry into Canadian waters. : Tuna don't often venture this far north, so the lasue is not of Amaricans stealing Canadians’ catches. Rather, it centres on the United States’ refusal to recognize Canada’s 200-mile Umit as lt such as tuna. Over-fishing of shared has also fishing caused friction between the two countries thls season. Alaskan fishermen ¢x- ceeded their halibut quota by more than a milllon pounds, prompting the International Pacific Halibut Commission to chop 900,000 pounds from the Canadian quota.
