The editors of Marxist Quar-
terly have done just that by
producing a special issue oftheir
publication titled Crisis of Con-

- federation.

It undoubtedly makes one ofthe
finest contributions so far to
the current discussion.

Stanley Ryerson, editor of
Marxist Quarterly, contributes a
historical survey from 1763-
1968, dating the present crisis
from the British conquest, and
Leslie Morris, national leader of
the Communist Party, writes on
Prime Minister Pearson’s ‘‘bi-
culturalism’’ and the reactionary
device of ‘‘cultural autonomy,’’
removing confusion from an
argument that could entrap many

those factors contributing to as
well as limiting the development
consciousness in English Can-
ada,

Eugene Forsey’s argument
against the concept of Canada
as a bi-national state are exam-
ined — and refuted — in a spe-
cial article. Others, in English
and French, deal with French

_ Canada and the Constitution, the

Social Doctrine of the Church, and
reform of Quebec’s school sys-
tem.

A separate article discusses
the recent ‘Congress of Orienta-
tion’’ of the New Democratic
Party in Quebec. Included also
are excerpts from the NDP’s
federal program on co-operation
federalism, and excerpts from
the Communist Party’s program
titled Two Nations in One State.
All relevant documentation on
terms of reference of the Royal
Commission on Biculturlaism
are presented.

Rounding out the magazine’s
discussion are two contributions
on how the national question is
handled’ under socialism in the
Soviet Union. :

ticles mentionaed is the Marx-
ist definition of a nation.

The conclusion drawn by the
authors a vital, ‘‘opening-
up’’ concept—is that Canada is,
in fact, made up of two nations,
and that this should be recog-

‘nized in a new pact of Confeder-

ation.

It doesn’t matter what point of
view you start from, having read
the issue you’ll come away with
much greater clarity on what the

debate is all about and wherein .
