(Resolution of the C.C. of the CPC) This meeting of the Central Committee of the Communist Party of Canada condemns the campaign now in full swing to have Parliament renew the Pub- lic Order (Temporary Measures) Act at the end of this month, or to replace it with equally repressive and undemocratic legislation of a permanent cha- racter. _This ominous campaign is synchronized with the adoption of anti-labor legislation in sev- eral provinces withdrawing rights from the working people which have been dearly won in many years of struggle, and with the adoption in Prince Edward Island of a Public Order Act which can ban any assembly of people. The onslaught on the rights and the dignity of the French- Canadian nation, of the people of Quebec, which occasioned the unprecedented use of the War Measures Act in peace time, followed by the adoption of the Public Order (Temporary Measures) act, and the plan to extend the duration of its appli-. cation or to substitute for it per- manent repressive legislation, is thus seen as a decisive means to divide the working people of our country while the rights of the working class are sharply curtailed. All semblance of justification for the adoption of this draconic legislation in the fantastic alle- gation of a state of “apprehend- - ed insurrection” has disappear- ed, chased off the scene by pub- lic scorn. Any new’ legislation, or continuation of the present legislation will do serious dam- age to the democratic rights of the Canadian people, to the con- fidence both French-Canadians and English-speaking Canadians have in the security of the rights they have acquired. We urge the entire labor movement, all democratic per- sons in English, as well as in French Canada to let your Mem- ber of Parliament know, what- ever his party, that you demand that the Public Order (Tempo- rary Measures) Act be repealed now and that it not be replaced by any other repressive legisla- tion. Furthermore, it must be made clear by new legislation that the War Measures Act can- not be used in peacetime when the cabinet decides to “appre- hend” an insurrection. We express our hope and con- fidence that all the NDP mem- bers of Parliament will remain firm in opposition to all repres- sion legislation. We call, further, for the drop- ping of all charges laid under the Criminal Code or under the repressive legislation which are purely of a political character, not directly connected with the kidnappings and the killing that took place in October 1970. We condemn the travesty of justice that has marked many of the proceedings to date including in the cases of those actually charged with the above-mention- ed crimes. ’ Only a few days remain be- fore Parliament will be called upon to decide the fate of our democratic rights. From peace demonstrations across our country this weekend the call will resound for the immediate and uncon- ditional withdrawal from Indochina of all military forces and bases of U.S. aeperaley by June 30. By their glorious resistance over the many years of the monstrous invasion of their countries, the Indochinese peo- ples have demonstrated that the aim of the U.S. administration, of the mass murderers in the Pentagon, for a mili- tary solution is an impossible one. There is one way out for U.S. imperialism— get out! In thousands of demonstrative Spring Offensive actions by the great peace forces in the United States, that’s the demand they’re making of their government: End it! Get out! In Canada, the overwhelming major- ity of our people detest our govern- ment’s continuing acquiescence with U.S. imperialism in its foul war in Indochina. Canadian peace forces from every walk of life are now demanding that the Trudeau government act at once to dissociate Canada from that war. The time has come for our govern- ment to quit its cowardly role and to declare openly that the ensuring of world peace requires that the U.S. leave - Indochina now. The federal government has encour- aged and participated in the bloody profiteering through the sale of Cana- dian arms to the United States. To its shame and dishonor, our government knows and has known all along the use made of those arms. They have been and are today used criminally by the United States military against the inno- cent people of Indochina. This must stop immediately! _The April 24-25 peace demonstra- tions in Canada to stop the U.S. war in Indochina will unite people from or- ganizations and movements of labor, peace groups, students and women, and from different political parties. Like the Communist Party, whose members will march in these demon- strations, the New Democratic Party could also make a powerful contribu- tion to the cause of peace if, on the final day of its convention in Ottawa, the NDP delegates were on April 24 to proceed to Parliament Hill to demand that the United States get out of Indo- china now! - Repudiate red-baiting Someone needs to sit down and tell the leaders of the Saskatchewan Fed- eration of Labor that socialism as a new world system that emerged after the Second World War isthe greatest achievement of the working class—and the hope of all human kind today.
