COUNCIL POLICIES THAT MAY AFFECT THIS APPLICATION: The Development Guide Plan map for Port Coquitlam illustrates the area as being future single family residential. THE DIRECTOR OF PLANNING SERVICES REPORTS AS FOLLOWS: Surrounding land uses: NORTH: Single Family Residential EAST: Single Family Residential SOUTH: Single Family Residential WEST: tingle Family Residential The proposal being presented by the Evangelical Free Church calls for the development of a church complex to be constructed in three stages. Phase 1 will see the construction of a sanctuary that will seat approximately 308 individuais. Phase’ 2 and 3 will enable the church to expand along with their congregation by providing additional assembly area and offices. ‘ Development of area to date has been rural in character, however, it is anticipated that numerous changes will occur in the near future. The construction of the Mary Hill Bypass to the south will provide excellent access to this section of ‘Port Coquitlam and may prompt further residential development for this area. While the subject property may appear to be isolated at this point in time, one must consider the future population of the area once services are in place. The Medical Health Officer has reviewed the plans for the structure and has granted approval of the sewage disposal facility. This is a requirement, for the subject area is not serviced by sanitary sewer, thus an alternate means of disposal had to be approved. As mentioned earlier, once services are brought into the area the existing structures will be able to tie into those services that are currently nonexistent. The provision of on~site landscaping has been addressed by the applicant, however before final reading of the zoning amendment can be granted, a detailed land~ scaping plan must be submitted. The plans currently indicate peripheral landscaping treatment along with planter boxes adjacent to the Sanctuary. This is considered adequate for the form of development and it is hoped that other forms-of development proposed for the area will be viewed in the same manner. RECOMMENDED REQUIREMENTS BEFORE FINAL READINGS: 1. Submission of a detailed landscaping plan. 2. Submission of a parking plan relating to the sanctuary alone. RECOMMENDATION: i.
