-4- 6. Change the "Special Study Area” designation of Colony Farm. The Provincial Government is proceeding with a major analysis and study of Colony Farm at this time. The study's Terms of Reference are near completion and very comprehensive; it should result in very specific recommendations on the future uses of Colony Farm. Given the character of Colony Farm as an environmentally sensitive area, its ownership by the Provincial Government and the fact that the portion of Colony Farm in Port Coquitlam is only part of a larger area also encroaching on the City of Coquitlam, it is prudent and reasonable to wait for the Provincial study recommendations before the Special Study Area designation is amended. RECOMMENDED ACTION: No action is recommended until the results of the Provincial study are available. 7. Change the designation of several parks in the City. This refers to a suggestion to designate "Nacht Park" as a "Park Reserve", all of the proposed park land in the Dominion Triangle as "Park Reserve" and Colony Farm as "Park reserve." PROPOSED ACTION: a) Nacht Park: Immediately after approval of the Official Community Plan Bylaw, re-designation of Nacht Park to "Park Reserve" will be included in a Council initiated amendment as the re-designation to "Park Reserve" is justified. Portions of the park land in the Dominion Triangle (based on the environmental assessment of the City) may not justify a''Park Reserve" designation. An active park land is required within industrial lands, therefore any decision about increasing the "Park Reserve" designation in the Dominion Triangle Area should only be taken after detailed environmental assessments of the park areas are completed. This assessment will be required as a condition of any development proposal in this area. No action is recommended at thie time. c) Colony Farm: As stated previously in this report, no action is recommended for the reasons noted. 8. Remove the arterial road designation from Apel Drive. The issue of arterial road designation of Apel Drive has been referred to the Public Works Committee and is being looked at from a technical transportation point of view.
