Kirk DATE: September 20, 1991 City Administrator FILE: Bylaw Amendments Carlos Felip Director of Planning Zoning Bylaw Amendment Planning & Development Committee September 24, 1991 RECOMMENDATION : That the Municipel Clerk be authorized to introduce the appropriate Bylaw to amend the "Port Coquitlam Zoning Bylaw, 1987, No. 2240", to modify the wording of Section 508 and add new Section 508A as per Attachment I to this memorandum. BACKGROUND: The Building Department has encountered some difficulty when attempting to implement sections of the current Zoning Bylaw that permit the construction of a principal residence, on a single family lot, prior to the demolition of an older existing single family residence on the same property. DISCUSSION: The difficulties encountered by the Building Department in enforcing Section 508 of the Zoning Bylaw are rooted in the wording of this Section, which is somewhat unclear. In consultation with our Municipal Solicitors the wording of Section 508 has been revised and a new Section 508A has been added. The new sectiors: clearly refer to residential buildings; refer to properties under Al, RS1, RS2 or RS3 zones; expressly extract authority from Section 215 of the Land Title Act} provide a procedure for enforcement; and establish the amount of security required as guarantee that ari existing family dwelling will be demolished upon completion of construction of a new single family dwelling on the property. seneed ITEM | PAGE { Hy what Wath
