Accordingly, Kitchener City Council at its meeting held
September 22, 1986 enacted the following resolution, namely:

"Whereas the Council of the City of Kitchener believes that all

residents of Kitchener are entitled to the same level of
service,

And Whereas the proposed practice by Canada Post of not
' providing door-to-door mail service to all residents of o
Kitchener is clearly discriminatory.
