Opposition leader Dave Barrett refused. in the legislature to apologize for remarks made Tuesday accusing Fraser of “crass interfering patronage” for hiring “his ex-son-in-law for a $29,000-a-year job.” The controversy surrounds the appointment -of. Don Larsen last year to the position of projects manager for the newly- created B.C. Building Corporation. Larsen is the former husband of Fraser's foster daughter and is his. former executive assistant. In an emotion-packed speech, Fraser, visibly ' fighting tears, told the house . that Larsen had married his foster daughter, and ‘therefore, could not be con- strued as being a former son-inlaw. The minister called for an apology from Barrett—who . was not in the house at the time— and.asked Speaker Ed Smith torule on whether there had been a breach of privile e because of arrett’s statements..- Fraser said he had not re- sponded to the charges on Tuesday because ‘‘they have such rave consequences for my family -that I had to discuss them with my. family.” The minister said he asked .Barrett fornthe apology “not so much for the damage he has done to me, but for the damage he does to the job of thousands of people in the province who try to do their best fornfoster children.”’ However, Barrett later refused to apologize and repeated his charges. ABUSE OF POWER He said Fraser had made a: pathetic attempt to use his foster child as a shield,” and that the fact still remained that Larsen had received the job improperly, “This is nepotism, this is a gross abuse of power and we will not be deterred,” said Barrett, , ; Earlier, Graham Lea (NDP— Prince Rupert) had attacked Fraser’s statement for being TO FIGHT WEED misleading, says that he wanted the publi: to believe that just because the minister had been’ a humanitarian se eral years ago, he coule now do anything he war ed. ea also ac used the government -.f using -semnantics to avoid a legitimate politi al charge. Health Mini ter Bob McClelland then aunched a counter-attack 0) the NDP, accusing them f makin several overtly politica appointments | while it formed the gc vernment from 1972 to 1975 McClelland sai the NDP attack was sha iefal and scurrilous and t! at Fraser had a reputatic 1 beyond reproach, aser said later in the debate that Larsen was a local boy from the Cariboo who has made geod in Victoria and “I'r, proud.” The minister st essed that Larsen’s appoint: ient to the ition was don by order- incouncil and not through competition because his job was outside the ci vi] service and in the minister’s office.
