Monitoring building activity is the basis for decisions to extend utility services and updating this plan. Lands subject to flooding, designated on Schedule C as filcod plain, shail where possible be used for parks, open space or agricultural uses. Where there is no other land available, flood proofing of buildings used for habitation or storage of goods that could be damaged is to be provided to a standard specified by the provincial Ministry of Environment. Lands subject to flooding from the Coquitlam, Fraser and Pitt Rivers are designated on Schedule C (map) as flood plain. Lands adjacent to smaller water courses, Hyde Creek, subject to flooding are not; shown on the map. Notwithstanding this general requirement flood proofing is not required for heavy industry when it is located behind a 200 year standard dyke. The provincial Ministry of Environment standard for industry and cases where heavy industry are not behind 200 year standard dykes, flood proofing to the 200 year design flood level (.6 metres less than the fload construction level of 5.18 metres geodetic survey of Canada datam) together with appropriate setbacks from the floodway. The urban part of Port Coquitlam zoned for commercial, jndustzial and residential use has been exempted from the necessity to floodproof due to the protection from flooding from the Fraser and Pitt Rivers by 200 year standard dyking and the area's existing built up nature. This area is still floodable, however, from the Coquitlam River. Consequently it is a policy of the City of Port Coquitlam to encourage the construction of 200 year standard dykes along the Coquitlam River to protect this area.
