OTTAWA (CP) — ‘Federal mediator - Mike Collins told Labor Minister John Munro on he has been unable to resolve the contract dispute between the British Columbia Telephone Co. and the Telecommunications Workers Union. An aide to the labor minister said Munro {s expected to announce his next move today. Collins, chief con- ciliation officer in the labor department's western division, was pointed Dec. 6 to at- tempt to bring the parties ether. é 10,000 employees represented by the union have been on etrike since late November. Their last contract expired more than a year ago. Munro's aide said the minister has a number of options—do nothing and jet the parties attempt to resolve their own prob- lems, ask Collins to continue his mediation efforts, appoint another . party to look into the dis- pute, make a recom- mendation to the parties, or ask Parliament to pass a bill legislating an end to the dispute. A major issue in dispute is the contracting out of work to non-union employees. Thee union wants renewal of the con- tracting-out clause it had in the old contract. The union wants to protect its members by generally prohibiting the use of oulside workers to herform jobs. normally one by union members.
