Frankly, it is unclear to us whether A Risk Analysis of
Tanker Movements within the Port of Vancouver is the Port's best
effort to come up with measures to reduce the risk of a
disastrous spill, or whether, on the other hand, it is a
substitute for such a process ~~ a rosy picture crafted to
counter concerns raised by the public and by the reports of the |
federal and provincial commissions. The document ‘contains
considerable evidence to Support either premise.

If the report and the actions that stem From it are a
serious effort to improve the safety of the Port, we will all
benefit; if they are mere window dressing, we will all suffer-~
the. anvironment, the public and the Minister and government that

attempt to soft pedal the real risk of a disastrous Spill, :
