Enge, City Engineer SUBJECT: Barrier at 1567 Rita Place - Works and Services Committee, March 5, 1985 RECOMMENDATION: That approximately 60 lineal feet of steel guard ral! be Installed at the edge of the road in front of address 1567 Rita Flace and that the approximate cost of $700.00 be shared between the Clty and the owner of the property, with the owner paying $200.00 and the City paying the remainder out of unallocated funds In the Public Works Budget. BACKGROUND AND COMMENTS: The house at address 1567 Rita Place is located at the Intersection of Rita and Pooley Avenua on the outside of a curve on a steap road which Is banked In the wrong direction. The property falis away very steeply from the road and therefore the house and yard area in constant jeopardy from vehicles leaving the road and dropping down the steep slape. Pooley Avenue 1s one of our steepest roads In Port Coquitlam and during times of snowfall or other slippery conditions, the situation is particularly dangerous. The owner has had several cars In his yard already, one of which came very close to a bedroom window. ) The Works and Services Committea has discussed this item several times and has received’ a report from the Solicitor on whether the responsiblilty for protecting the property is the City's or the owner's, The Solleltor's report indicates that the City should take action to prevent possible Iiablilty in the future. We have suggested te the owner that he share In the cost since he has some responsibility for protecting his own property. The owner has agreed to pay $200.00 towards the cost and the recommendation of this Comittee Is that the City pay the difference whlch would be estimated to be about $500.00 for the installation of a metal guard rall to ba lacated behind the sidewalk at the top of the slope.
