Eng., City Engineer SUBJECT: Report of Calcium Lignosulfonate and Dust Treatment for Kingsway Shoulders - Public Works Committee, May 24th, 1983 RECOMMENDATION: That the City. use a flush coat treatment for the shoulders on Kingsway Avenue from Westwood Street to Gately Street at an approximate cost of $3,000. BACKGROUND .AND COMMENTS: . Council referred the dust control program for Kingsway Avenue, back to Public Works Committee for further Study..and also requested information on the environmenta| effects of Calcium Lignosul fonate.. 4 We have researched the use of Calcium Lignosul fonate and find that the Dept. of Highways has been using it for 12 to ‘15. years on. gravel roads in’ the Province. . They have done a number of tests in their own taboratories and also have had discussions: with the Ministry of the Environment. They have not found'this material to be harmful tn any way.. The material is a by-product of the: forest industry and consists of:a binder mixed with water. After pressure spraying on the roads it soaks into the gravel, the water evaporates and the remainder acts as a blnder which holds the gravel. together. Its properties for dust controt are very similar to oi!. but without the harmful effects. : There is a minimum order requirement tor the Calcium Lignosultonate because it is brought by tank truck trom the United States. The minimum order actuaily costs about $2,500 with the remainder of the recommended $4,000 expenditure going towards preparation of the gravel surface. The number of roads which can be done for this amount is greatly In excess of the fist given to Council tast Council meeting. We will be preparing a program of additional roads to be done with this material and will provide the information to Council.
