MEMORANDUM Mayor and Council April 10th, 1980 Alderman P.F. Ranger c.c. The Honourable W.N. Vander Zalm Minister of Municipal Affairs Re; By-law No, 1734. Rezoning By-law No. 1734 deals with the proposed 52 unit apartment building on Coquitlam Avenue. The following is the sequence of consideration by Couneil: 1. Application received December 2lst, 1979 2. Planning and Zoning Committee report January 17th, 1980 3. Council approval of Public Hearing January 21st, 1980 4. Provincial Highways Department approval requested January 29th, 1980 De First two readings of By-law No. 1734 February 4th, 1980 6. Public Hearing February 18th, 1980 7. Third reading February 18th, 1980 It has now been 11 weeks since Provincial Highways approval has been requested. This constitutes an unreasonable delay by the Provincial Highways Department and undoubtedly adds to the developer's cost of the project. This project also represents many thousands of man hours of work, not only for construction of the apartment building but also the finishings such as plumbing fixtures, appliances, lighting, etc. In these times of high unemployment and layoff in the lumber and plywood mills of British Columbia this delay is inexcusable. Add to this the shortage of apartment rental units in the Lower Mainland. How many other projects across the entire Province are being held up by the Provincial Highways Department? I move that we petition the Provincial Highways Minister, the Honourable Alex Fraser, to investigate the cause of the delay in approving rezoning requests to his department.
