Some of the things brought up about it is that once a member is approved by Council to this Bargaining Board, this Board would make decisions without having to come back to Council. We seem to think there are inconsistencies in the voting system because of the heavy voting of Vancouver and Burnaby and it was thought that one (1) vote for each municipality would be fairer, but I must admit that Mayor Phillips' explanation of heavy voting meaning representation by population does make a lot of sense. For example, if Lions Bay, with 600 people, would have the same vote as Vancouver with 600,000 people, a strike in these communities would have no similarity. Alderman Marzari asked an interesting question of what was wrong with the system now. There was an informal bargaining group of interested Parties and why go to all the trouble of formalizing it. Nothing will be done about this until a report is back in about one month and will be shown to all Councils. I brought up to the meeting a suggestion that, before we get into budgeting we decide on guidelines so that staff will now how to set the 1976 budget. This idea will be discussed by the Executive Council and I hope something will come cf it.
