News In Brief Andy talks about Jack SKEENA ALLIANCE MP Andy Burton says that while he hasn't heard reports that Terrace mayor Jack Talstra may seek the Liberal nomination here for the next federal election, he acknowledge’s Talstra has name recognition. “He's certainly well-known in the area and well- known as a Liberal.” said Burton last week. “Time will tell,” added Burton of the Talstra possibility. Burton did note that Talstra ran_as a federal Lib- eral more than 20 years ago, losing against New Democrat Jim Fulton. “Our support is pretty solid out there and I would suspect that would continue,” said Burton. He's anticipating a late spring 2004 federal elec- tion to be called shortly after Paul Martin, who has all but been declared the next leader of the Liberal party and Prime Minister, introduces a new budget. Burton is also anticipating that new electoral boundaries will be intraduced very soon and in- plenty of time for the election. The Skeena riding, for example, will expand along Hwy 16 to just outside of Vanderhoof. Think about Iceland CANADA HAS a lot to learn about fisheries man- agement, says Skeena Alliance MP Andy Burton who has just returned from an overseas Parliamen- tary commiltee tour to Europe. “Everybody is so much farther ahead than us. Look at Iceland, It has the !2th largest fishery in the world,” said Burton last week. “They know about every pound of fish, We're simply in the dark ages here. We need to change some things,” he said. Although Burton’s committee tour focussed on coast guard and fisheries issues, he also met with offshore oil and gas representatives in Norway. That Scandinavian country has developed a bur- geoning industry which has put billions of dollars into 4 heritage fund, he said, “Norway has a very health economy. I'm more than ever convinced that an offshore industry here can woik safely,’ Burton added. Get healthy THE NORTHERN HEALTH Authority is looking for a person from the northwest to appoint to its board. The position pays $7,500 a year and is one of two spots being opened up. Two other appoint- ments were also announced last week and were filled by people fram elsewhere in the north, bring- ing the board membership up to eight right away and to [0 when the two other spots are filled. AS - The Terrace Standard, Wednesday, September 24, 2003 Bands close to wood deal By JEFF NAGEL THE KITSELAS and Kitsumkalum bands are on the verge of striking a deal that will give them a sizable chunk of timber and. an annual share of forest revenue from this region. Negotiators emerged from talks here Sept. 17 saying a © final agreement may be just a few.weeks away. “We are very close to having an agreement that we can present for ratificalion to the two communilies and move forward from there,” said Bob Friesen, the assis- lant deputy minister of forests heading the talks. It will be the latest deal springing from the new pro- vincial policy of putting wood and forest proceeds into aboriginal hands. A similar deal was struck in June giving the Gitxsan $1.2 million cubic metres of timber over seven years and $2.6 million per year. How much timber involved here hasn’ t been revealed, . but Friesen confirmed the revenue sharing offer amounts to around $500 per band member per -year — or approach- ing $600,000 per year between the two local bands. Friesen said. The province moved to negotiate and turn over chunks of timber and cash as a result of the B.C. Su- preme Court decision last spring that Victoria failed to adequately consult and accommodate aboriginal groups in this area over the sale of Skeena Cellulose to its new owners. It has in effect become provincial policy, with half the timber Victoria plans to take back from major com- panies destined to go to native bands. The Kitselas and Kitsumkalum, unlike other groups in this region, did not go to court over Skeena licence transfers. The two bands have been working toward their entry into the industry for the past three years, said Chris Knight, their negotiations advisor. He said they decided to work together a form a joint aboriginal forest company that will control the forest licence. “It makes sense in terms of economies of scale and commercial efficiencies,’ Knight said. While jobs for band members are a goal, Knight said the two bands’ focus is to forge a well-run profitable op- . eration. “This is not a social program” Knight said, “The busi- ness has to work.” The venture may open up possibilities for other abo- riginal ventures using the wood supply or providing other services. Initially, however, the company will carry out market logging. That means the wood cut will be available for sale on the open market locally to anyone who needs it — help- ing satisfy demand for more locally available timber. _.
