L. 1993 April 15 REQUEST FOR PROPOSALS FEASIBILITY STUDY FOR THE COQUITLAM RIVER CROSSING NORTH OF LOUGHEED HIGHWAY INTRODUCTION The Cities of Port Coquitlam and Coquitlam propose to undertake a joint feasibility study for a four jane bridge crossing the Coquitlam River. The route joining Ozada (Coquitlam) and Lincoln (East side: Port Coquitlam) witi be a major arterial. Major urban development of the area east of the Coquitlam River and north of Lougheed is anticipated to commence in 1997. Traffic modelling of a small number of altemative routes will be used to establish the effectiveness of each as a travel corridor. eeorPp f. g. h. i. j. k. 1, m. ovo 7 3. SCOPE OF STUDY Review existing as built records in both Port Coquidam and Coquitlam; Review land use plans; Review projected traffic volumes in sub area traffic model (EMME II); Carry out preliminary geotechnical investigation; Meet with Engineering staff at commencement of project and at 50%, 90% and 100% stages of the Teport; Evaluate and compare routes for road and bridge locations; Provide preliminary vertical and horizontal alignments and intersection designs; Accommodation for pedestrian/bicycle movements Local access and traffic circulation Submit 10 copies of draft report and 20 copies of final report Evaluate and compare alternative conceptual designs for bridge crossings; Provide order of magnitude costs for each alternative; Consult Agencies including Ministry of Transportation and Highways, Ministry of Environment (Fish and Wildlife Branch, Water Management Branch), Fisheries and Oceans Canada (G.V.R.D.); , Provide financial and schedule progress reports on the study bi monthly; Submit monthly invoices with every second study progress report. Identify any transit requirements. Make a preliminary environment assessment of the site to be included in the evaluation of altemative crossings. Comment on funding altematives through the Provincial Ministry of Transportation. Prepare a Functional Design Report summarizing the work including the design procedure, cniteria, concepts, evaluation and recommendations.
