Friend of KAON Page 2 July 12, 1993 Needless to sav, our government is highly unnerved to discover - via MacLean’s - that the Federal Government was reported to be carrying out a private agenda “to delay - forever - the commitment of funds” to secure KAON. This has apparently been going on all the while British Columbia has been making major efforts to ensure that this important opportunity becomes a reality. British Columbia representatives have recently met with White House officials in pursuit of American financial support, as well as participated in joint federal- provincial missions to firm up other international support for the Project. Furthermore, the Premier recently raised the importance of KAON with the new Canadian Ambassador to Washington in the reasonable expectation that KAON funding will be considered a priority in discussions between our two countries. Unfortunately time is running out for KAON. Quite simply, our international scientific and governmental partners are beginning to doubt our seriousness in relation to proceeding with the KAON Project. Quite frankly, we think that the time for talk sho: ‘4 be over. Now is the time for action! Under Brian Mulroney, the Federal Government didn't wait for firm foreign commitments before proceeding with Hibernia, and it had no difficulty providing 100% of the money needed to establish the $3 billion Space Agency in central Canada. It is now British Columbia's turn. It is time for Prime Minister Kim Campbell and the Federal Government to commit the necessary funding to ensure that KAON becomes a reality - even if foreign funds aren't available. To help secure KAON for British Columbia, our government continues to press Ottawa to conclude financial arrangements to get KAON underway. Given the extent of the provincial government's commitment to this Project, we believe that the Federal Government should now be prepared to contribute two-thirds of the capital costs and the bulk of the operating costs for this National science facility. Now, with her elevation to Prime Minister, Kim Campbell clearly has both the opportunity and ability to ensure the success of the KAON Project. It is now time for the Federai Government to end the waiting game and commit the necessary funds to ensure the success of the KAON Project. Let there be no doubt about it, Prime Minister Kim Campbell has the ability to bring KAON home to British Columbia. ./3 |_ ITEM | —
