DISCUSSION The proposed amendments to the (S-2 zone as initially submitted to Council would create some problems to standard "Corner Stores" as it was proposed any gas station would be permitted to have complementary "Corner Store" of size exceeding the maximum permitted for a regular "Corner Stores" (Limited to 112 m2). The additional size coupled with the ability to seli gas will severely frustrate the ability of Corner Stores to compete, despite the fact that they are located in those areas that have been initially identified as the moat appropriate to provide ''convenience" service. The sale of groceries from gasoline service station should be, in the opinion of the Planning Department, limited to satisfy the basic needs of automotive users of the gas station, and not designed, except in exceptional situations, to satisfy this "convenience" needs of a neighbourhood. While it is impractical to limit the type of goods that could be sold by the grocery section of a gas station, a limitation based on area has proven practical in other jurisdictions.
