_ Monaghan A8 - The Terrace Standard, Wednesday, September 23, 1998 Nass road is a go — treaty or not Pledge to pave Nisga’a highway is solid THE $40 million-plus pro- ject to rebuild sections of and pave the road into the Nass Valley will go ahead even if the Nisza’a treaty isn’t ratified, says a senior provincial goverament offi- cial. “It will get built. It’s a good idca whose time has come,”? said Jack Ebbels, aboriginal affairs deputy minister and the province’s chief negotiator for the Nisga’s treaty. The project was added to the mix that helped seal the Nisga’a (realy jast month but doesn’t form part of the (realy. Ebbels declined to indi- cate if the project, intro- duced in the findl months leading up to the treaty’s in- itialling last week, was the one major item which made it possible. “Pm not going to com- ment on that,’? said Ebbels. “To the extent it contrib- uted to a deal, it contributed to a deal,’ he added. Ebbels did note that demands for a better road into the Nass have been Voived by the Nisga’a, local governments and local businesses for the better part. of 20 years. “Tt was always there,” sai Ebbels. And he refused to speculate if the treaty would have been concluded without the side deal for the road improvements. Ebbels did concede that a deal to pave the road didn’t form part of the discussions leading to the treaty agree- ment in principle signing in 1996, Ebbels said a better road is needed for the Nisga’a and others to fully realize the potential and opportunitics arising from the treaty, Death in custody inquest to start THE FIRST public coroner’s inquest to hit Ter- race in almost ten years is scheduled for a courtroom here Sept. 30. Coroner Paul Monaghan will investigate the death of 77-year-old Alma Thyra Krumm who died March 26 while police searched’ her McNeil Street bome in Thomihill. Krumm was ordered not to Jeave the residence during’ the search and therefore legally in police custody. A man who also lived in the house was orrested and charged with possession of marijuana for the purpose of trafficing. . Krumm died whil& resling on a bed while police searched the home. Coroner Paul Monaghan said the five-person jury wouldn’t be finding fault, “Phe jury wili decide who, where, when and by what means Krimm died,’”? - said Monaghan Thursday, Even the medical reason she dicd won't be public in- formation until the hearing, he said. Joining Monaghan at the inquest will be the pre- selected jury, coroner’s council and a police lawyer. Krumm’s family also has a right to have a lawyer pres- ent, he said. Six witnesses — three po- lice officers, two individuals who were with Krumm at | the time and a pathologist will testify at the hearing. day-long inquest to be a fairly standard procedure, All custodial deaths — where a person Is in police custody when they dic — must go to inquest, he said. But he added the inquest is unusual for Terrace, “People don’t usually die in police custody in smaller = “These 055) cities,’ he sald. happen more often in cities. --. with jails like Mission and” . Prince George.” expects the — ‘If you look at develop- ment whether it be industrial or for tovrism, this is needed,”’ he said. The cost for rebuilding portions of the 90km road and paving it is now tagged at at least $41 million and will take between five and seven years to finish. Regional highways miuis- try director Dirk Nyland said plans to improve the road, which became a. provincial highway in 1990, date back to the early 1990s but that budget cuts put im- provements on the shelf. He anticipates enginecring details and studies to be worked out this fall with constriction to start next year. “it will get built. It’s a good idea whose time has come.” One of the trickier spots will be along the stretch that has rock faces immediately on one side and Lava Lake on the other. One option is building out into the lake but that depends on an environmen- tal assessment and whether the lake bottom is suitable as a base, said Nyland. But overall Nyland ranks the project at not being that difficult compared to other projects, “This will be to a design eceived a contract bonus hire and training quota. ‘a training component for. ‘Nass Valley residents for Skills that could be re-used “for other purposes in. the -- * valley,’’ said Nyland, _ build the road. from Kin- -nect to the Nisga’a Highway speed of 70kph with 100 per cent legal loading,”? he said, Exacily bow work and contracts will be handled has yet to be decided but it _ could break down to using . as much local labour as pos- sible while deferring to out- side companies for more - specialized needs.
